Serbia has not yet carried out the transition of its system of social and economic relations, it has not yet institutionalized and restructured itself in the way that other countries of former socialism did. The very fact that it has not yet reached the 1989 GDP level speaks for itself. There are many remains of the old features that do not ft the market economy. Serbia has not found a way to organize itself to achieve the significant growth needed to get out of the troubles that emerged after the fall of the Berlin Wall. Messages from our analysis is that, despite the institutional reforms that Serbia successfully performs, it is facing great challenges. It sharpens the gap against other comparable countries. The message is that only brave reforms can lead to improvement.
